The Early Learning Network Dashboard
This Dashboard will help applicants for a network approval to identify; .
- current early learning education and care services in the area by service type
- supply of child places in both currently licensed, and approved yet to be licenced education and care services
- StatsNZ forecast population growth in the 0-4 age group by SA2
- ethnicity identified by Statistical Area 2

Note: This dashboard is best viewed on a full-size screen – some features may be missing if viewed on a laptop or smaller device.
Step 1
Start by selecting the region drop down
This will take you closer to the region you have selected. The region selector also filters the homebased data
Alternatively, you can type in an address in the search function on the map. This will take you very close to the address, so zoom out (use the wheel of your mouse) before you select your SA2 in the next step.
This also leaves a circle in the map for the address you searched for, which will show the specific location you have selected.
Step 2
Choose your SA2s. There are two different ways you can do this, select the way which suits you best.
Option 1; Use the search function in the SA2 Selector drop down, then select the SA2 you want, it will show a blue tick, then search for another. You can also scroll through the list if you are not sure of the exact name. As you tick the SA2 the summary table will be populating with data
The SA2 that you have chosen will now have a bold black line around the outside
Changing your selected SA2 from your original selection
Click the drop down and tick some more SA2s. There is a button that shows only the selected SA2, instead of the whole list. If you have chosen an SA2 you don’t want, just untick them in the list in the selector or click the SA2 again and it will unselect.
Option 2; In the top left corner of the map click the selection icon. Then on the map, (the tool is a rectangle), so click and drag over the SA2 that you want, it doesn’t matter if you pick up ones you don’t want.
To add another SA2, hold down shift and click all the SA2s you need. As you click, the SA2 will turn purple.
To populate the data tables, click on the SA2 area selector and then click ‘Select all’, untick any SA2 you don’t want. Once you have clicked select all the data tables will all populate.
Changing your selected SA2 from your original selection
First click Deselect all, it should just untick, then re click the icon in the top left of the map make sure its blue, hold down shift and click the ones that you want to add. Then make sure you click select all in the SA2 selector when you have finished to populate the tables with data.
About the data in the tables
The data should now be there for you to use. There are five tabs in total each one is a table with information about licencing.
Service Type tab is total number of services by service type, number of children enrolled and max licenced places for the SA2 selected.
Current Licences tab is same data as the first table, it is just displayed by individual centres instead of grouped by service type.
Approved tab has a list of approved but yet to be licenced services in the SA2 selected, if there are services in the table, they will need to be added to the max licenced positions total.
Special Characteristics tab has a list of services in the SA2 selected that have special characteristics or priorities. Note: There is also a download button at the bottom of most tables and graphs. It will give you the data from the table/graph in an excel spreadsheet.
Homebased tab shows you all licenced homebase services in the Region you have selected and the total licences for the homebased services.
About the data in the graphs
The graphs display the data from the selected SA2. There are five tabs of population and ethnicity data, all of which comes from Stats NZ.
The population 0-4 tab, this only shows the population projections for 0-4.99 in the SA2 areas, you can hover over the dots on the line for specific numbers at five yearly intervals.
The Total popn tab, this shows the population projections for the total population for the SA2 selected, the same as 0-4 you can hover over the dots for specific numbers.
The Ethnicity Graph 0-4 tab displays the ethnicity data as a proportion. The Ethnicity 0-4 tab is a table of the exact 0-4.99 population data by the selected SA2.
The Ethnicity Total Pop tab is a table of the exact total population data by the selected SA2.
Service type selector
The last selector in the dashboard is Service type. This selector will only affect the current licences table, which is likely only to be useful when there are a lot of services in the selected SA2’s. This table also includes all the homebased licences for the region selected
Technical Notes
The data in each table has a data source. The SA2 pattern in all the datasets is 2018, which matches the census data.
2023 SA2 pattern will not be used until the population projections and ethnicity data is available by SA2.
We have endeavoured to the best of our ability to ensure this data is correct and this will be updated monthly to ensure it is as up to date as possible.
