This report summarises the results from the June 2014 Annual Census of ECE services. It provides a sector-wide statistical summary of key aspects of the early childhood education sector and the trends over the past decade.

Key Highlights 2014

Participation

  • There were 200,002 enrolments/attendances in licensed ECE services in June 2014 and the enrolment/attendance rate for 0-4 year olds was 63.1%.
  • Education and care services had the largest proportion of enrolments/attendances in 2014 at 63.4%. Kindergartens had 15.9%, home-based services 9.6%, playcentres 6.4% and Kōhanga reo 4.5% of enrolments/attendances.
  • Four year-olds had the highest enrolment/attendance rate in 2014; 97.6% of four year-olds were enrolled/attended in ECE, compared with 16.2% of under one year-olds.
  • 95.9% of children had attended ECE in the 6 months prior to starting school for the year ended June 2014, an increase of 1.8 percentage points for Pasifika children, 0.6 percentage points for Māori children and 0.2 percentage points for Asian children from the year ended June 2013 results.
  • Children spent the longest number of hours in education and care services (an average of 23.3 hours per week) and the shortest number of hours in playcentres (4.6 hours on average per week).

Services

    There were 4,299 licensed services at June 2014. This number (once adjusted for mergers) was up 2.5% from 2013.
  • 148 new services opened in the year to June 2014 (compared with 155 the year before).After taking into account closures there were 80 new education and care services and 30 new home-based services.
  • 43 services closed in the year to June 2014 (compared with 59 the year before).
  • On average 30.5% of ECE services had waiting times of over a month, up slightly from 30.0% in 2013.
  • 484 services reported using te Reo Māori for more than 50 percent of the time (compared with 493 in 2013). There were 468 services where te Reo Māori was spoken more than 80% of the time, a decrease in number from 2013 (476).
  • 96 services reported using a Pasifika language for more than 50 percent of the time (consistent with 96 in 2013). There were 61 services where a Pasifika language was spoken more than 80% of the time (compared with 54 in 2013). Samoan and Tongan were the languages most used in these services.

Teaching Staff

  • there was a total of 25,284 teaching staff in 2014; 74.6% of these were ECE-qualified.
  • Male ECE teaching staff accounted for 2.0% of all teaching staff in 2014, down from 2.2% in 2013.
  • Across all centre-based teacher-led services, there was an average of 1 teacher for every 6 children, similar to the level in 2013.
