The Ministry of Education (the Ministry) is managing a series of ‘exemplary’ post-graduate initial teacher education (Master’s) programmes, which are intended to lift the quality of graduating teachers’ practice, and contribute to raising student achievement. Master’s programmes are expected to enable a substantial shift in the nature and quality of opportunities for prospective teachers to develop adaptive expertise as beginning teachers.

Introduction
This is the final report of a multi-year evaluation that commenced in May 2014. The purpose of the report is to:
- report the findings of new research – final interviews with the leaders of the Master’s programmes
- update key administrative and survey data included in the previous major report
- make final evaluative assessments, in order to answer the evaluation questions and identify lessons for the future.
This report updates graduate outcomes and identifies programme features that are associated with positive outcomes, (implementation questions have been explored in previous reports).3
The primary audience for this report is staff across sectors and agencies directly involved in, and interested in, ITE. This includes the Master’s programme providers, the Education Council of Aotearoa New Zealand, and the wider ITE community.
