Ngā Haeata o Aotearoa 2024: A Māori Education Indicators Report Publications

Publication Details

This report provides a snapshot of how the education system is performing for Māori learners and all learners in Māori language in education.

It presents quantitative data at a national level that aligns with Ka Hikitia — Ka Hāpaitia | The Māori Education Strategy and Tau Mai Te Reo | The Māori Language in Education Strategy. The report spans early learning, primary and secondary schooling and tertiary education across English medium education, Māori medium education and Kaupapa Māori education.

The data presented in Ngā Haeata 2024 shows that while there are pockets of success in Māori education, significant shifts continue to be required to support all Māori learners and all learners in Māori language in education to achieve excellent and equitable outcomes.

The Ngā Haeata o Aotearoa 2024 – A Māori Education Indicators Report (Ngā Haeata) continues on from a long series of published reports that have a focus on assessing the education system’s performance through the lens of the Māori education strategy of the time. The two strategies for Māori education, Ka Hikitia — Ka Hāpaitia | The Māori Education Strategy and Tau Mai Te Reo | The Māori Language in Education Strategy provide longstanding evidence-based frameworks that inform and support the achievement of Government priorities for Māori education.

The indicators in this report reflect quantitative data sets that are aligned to the outcome domains and measures of our Māori education strategies. The first set of indicators align to Ka Hikitia — Ka Hāpaitia and the second set of indicators align to Tau Mai Te Reo.

Ngā Haeata indicators have been identified, where possible, for:

  • early learning, primary and secondary education, and tertiary education
  • English medium, Māori medium and Kaupapa Māori education (settings where students are learning via the Māori language for more than half the time), and Kaupapa Māori education (provision affiliated with Te Matakahuki).1

Ngā Haeata 2024 delivers on the Government’s education priority to use data and evidence to drive consistent improvement in achievement and supports the monitoring of Government’s priorities for education. Ngā Haeata also complements The pathways of education: Ngā Ara o te Mātauranga (2024), which provides an overview of how the education system is performing from early learning through to schooling and tertiary education for all learners.

The data presented in Ngā Haeata 2024 shows that while there are pockets of success in Māori education, significant shifts are required to support Māori students and all students in Māori language in education to achieve excellent and equitable outcomes.

  1. There are four organisations that are collectively known as Te Matakahuki — Te Kōhanga Reo National Trust, Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa, Ngā Kura ā Iwi o Aotearoa, and Te Tauihu o Ngā Wānanga (the collective of the three statutorily recognised Wānanga).
