Overview
This page provides links to data on the number of students involved with the Ongoing Resourcing Scheme (ORS) as at 1 July each year.
The ORS provides learning support for a very small proportion of students whose level of need is ongoing at a severe or very severe level. These students are expected to remain at this level for the duration of their schooling. The ORS package of support is to help them join in and learn alongside other children at school.
Students verified into the ORS can remain at school until the end of the year in which they turn 21. A number of students exit the ORS at the end of each year as they finish their schooling.
As at 1 July 2025, there were 12,129 students receiving ORS funding. These students represented 1.4% of the total schooling population.
Boys made up 69% of students receiving ORS funding, a proportion that has steadily risen over the past two decades. There were 9,244 ORS students (76%) funded at High Need and 2,885 ORS students (24%) funded at Very High Need. There are no longer any students funded under the ‘extension’ category of ORS, as they have all finished school.

Note: In 2020 the source of ORS ethnicity data was changed to the Ministry’s ENROL system to improve data quality.
