Monitoring and Evaluating the Early Learning Action Plan Publications
Publication Details
The Early Learning Action Plan (ELAP) was released in 2019. This plan provides a stepped approach towards reaching the Government’s vision for early learning over the next 10 years.
The A3 summaries provide a synthesis of available measurements for monitoring and evaluating the ELAP. Measurements are based on data the Ministry currently collects. These measurements give some, but not a complete, understanding of how the indicators are tracking. Measurements are compared to the previous year, noting these years were impacted by COVID-19.

Reporting for monitoring and evaluating the ELAP
Two A3 summaries of existing measurements for monitoring and evaluating the ELAP have been published so far: one for 2021 data, and the other for 2022 data.
In 2024 the Ministry and ERO will publish a baseline report for monitoring and evaluating the ELAP. This report will include all existing measurements presented in this A3 summary, along with a set of new measurements for tracking the progress of each goal, and the respective indicators.

The work programme
The Early Learning Action Plan (ELAP) outlines 5 interdependent objectives, the Government’s 10-year objectives for the education system. The objectives of the ELAP will help contribute to Ka Hikitia, the National Education Learning Priorities (NELP) and the Tertiary Education Strategy (TES). These documents set out the Government’s priorities for education that will ensure the success and wellbeing of all children.
The Education Review Office (ERO) and the Ministry of Education (the Ministry) have developed a work programme to monitor and evaluate the progress of the ELAP. In 2019 ERO and the Ministry jointly committed themselves to developing a monitoring and evaluation framework, and an intervention logic to track the progress of the ELAP.
The indicators and measurements
There are three goals, and an enabler, for monitoring and evaluating the ELAP. These three goals include: to raise quality; improve equity; and enable parent choice of service type. These three goals will be enabled by a diverse and well-qualified workforce. The three goals and the enabler are demonstrated below:
Thirteen indicators have been produced to monitor and evaluate the progress of the three goals and the enabler of the ELAP. Measurements will be used to understand how each of these indicators are progressing. These are outlined below:
