Monitoring Publications
Significant monitoring publications are produced each year. These tend to focus on specific education sector, priority population group, and/or an education strategy related to one of these sectors or groups. Key measures such as school funding are used in these publications.
Why is the Ministry collecting this data
Early childhood education prior participation data are core information required for monitoring the performance of the schooling sector. The Ministry uses school leaver data:
- to help understand new entrants to schooling
- to monitor the results of the New Zealand education system
- to support policy analysis
- for national and international reporting.
Prior participation in early childhood education data are also used for general research and statistics, in accordance with the Privacy Act 2020. This may include linking prior participation data with other student data, for example, for research on the correlation between ECE attendance and achievement. Care is taken that no individual can ever be identified from published analysis.
The Measures
Data on prior participation show how many children have regularly attended early childhood education (ECE) in the last six months prior to starting school.
The Data Source
This is collected by schools and entered into the Ministry of Education's ENROL system, a national register of student enrolments. ENROL lets a school update enrolments as students enrol, change schools or leave the school system. All schools must use ENROL.
Other ECE participation measures
A new early childhood education participation measure has been developed. Called the participation intensity measure this adds a length of time (number of hours) threshold to the early childhood attendance.
