Description
The Annual ECE Census is completed by early childhood education services and gives the Ministry of Education a 'snapshot' of the number of attending children and staff at ECE services during the census week. This information contributes to a comprehensive information base on early childhood education in New Zealand and is used in the development of policy and monitoring of early childhood education.
2023 ECE Census Change
There are two changes to data collected for the 2023 ECE Census.
Early Childhood Education Teachers have updated Highest Qualification Codes available to them.
The new qualification codes will better reflect the type and level of qualification a teacher has, including teachers in training through their years of study. The change in qualification codes will impact the following service types: Education and Care, Kindergartens, Home-based services, Playcentres.
Services can prepare for the change in qualification codes by ensuring their staff information is up to date. If you need help working out what highest qualification code to use, please email ece.statistics@education.govt.nz .
The following Highest Qualification Codes will no longer be available from 1 June 2023:
- E12 Has an ECE teaching qualification that enables certification by the Teaching Council
- E13 Has any other ECE qualification or certificate that does not enable certification by the Teaching Council.
- E14 Does not have an ECE teaching qualification but has a primary teaching qualification that enables certification by the Teaching Council
- E15 Does not have either an ECE or a Primary teaching qualification but has another teaching qualification that enables certification by the Teaching Council
- E17 Is enrolled in an ECE teaching qualification that directly leads to certification by the Teaching Council
- E18 Is not enrolled in an ECE teaching qualification leading to certification by the Teaching Council and does not have any other ECE qualification or certificate
The following Highest Qualification Codes are available from 1 June 2023:
- E20 Has a bachelor's degree or Level 7 equivalent in ECE Teaching that leads to teacher registration with the Teaching Council
- E21 Has a graduate diploma (Level 7) in ECE Teaching that that leads to teacher registration with the Teaching Council
- E22 Has a postgraduate diploma or Level 8 equivalent in ECE Teaching that leads to teacher registration with the Teaching Council
- E23 Has a master's degree or Level 9 equivalent in ECE Teaching that leads to teacher registration with the Teaching Council
- E24 Does not have a specialist ECE teaching qualification but has a Primary teaching qualification that leads to teacher registration with the Teaching Council
- E25 Does not have either an ECE or a Primary teaching qualification but has another teaching qualification that leads to teacher registration with the Teaching Council
- E26 Has any other ECE qualification or certificate that does not lead to teacher registration with the Teaching Council
- E27 Has completed a non-teaching related bachelor’s degree and is enrolled in a graduate or postgraduate ECE qualification that leads to teacher registration with the Teaching Council
- E28 Is enrolled in the first year of an ECE qualification that directly leads to teacher registration with the Teaching Council
- E29 Is enrolled in the second year of an ECE qualification that directly leads to teacher registration with the Teaching Council
- E30 Is enrolled in the third year of an ECE qualification that directly leads to teacher registration with the Teaching Council
- E31 Is not enrolled in an ECE teaching qualification which leads to teacher registration with the Teaching Council and does not have any other ECE qualification or certificate
Majority age taught information is being collected in 2023.
This new question applies to Education and Care services and Kindergartens.
Services will be asked this question about all Early Childhood Education Teachers (ECET) that worked and have contact hours during the census week. Services will be asked to provide the age range of children that each ECET worked the majority of the census week with.
This information will enable us to better calculate and report on Teacher:Child ratios.
Services Not Using ELI (RS61 Census Forms)
For Casual and Hospital-based services and Playgroups which are not connected to ELI, you can complete your census digitally. More information on how to complete your digital ECE Census form will be provided closer to the census week.
All licensed ECE services (except Casual and Hospital-based services) should now be connected to ELI via their Student management System (SMS) and can complete the form electronically. If you require support, please contact your SMS in the first instance. Otherwise please contact ece.statistics@education.govt.nz for assistance.
Kōhanga reo submissions are handled by the Te Kōhanga reo National Trust.
Services Using Early Learning Information System (ELI)
ELI is an information system for licensed ECE services. It collects and stores information on participating children's enrolment and attendance in licensed ECE services. Information is also collected on staff working in each licensed ECE service.
- ELI is available to all licensed ECE services to complete the ECE census. This is the replacement of the paper based RS61 form services used to complete.
- ELI allows licensed ECE services to submit data to the Ministry electronically. If any licensed ECE services don’t already have a student management system, you could submit the census through ELI Web which is a free student management system for all licensed ECE services.
