The 2015 Survey of Income, Expenditure and Fees collects information on the costs of providing early childhood education (ECE) services.

All services are encouraged to complete the survey electronically by downloading the spreadsheet 2015 Form.  Please enter the survey information on the spreadsheet, save the completed file with your service number in the file name (e.g. 80566SIEF.xls) and email it, along with the fee schedule attachment, to the ECE Statistics Mailbox by 24 August 2015 .

If it is not possible to email us a spreadsheet you can print out a copy of the 2015 Form, fill it out and post it to the Ministry of Education address on the form, along with a copy of the fee schedule by 24 August 2015 .

Why is the Ministry of Education asking for this information? How will it be used?

Information from this survey will be used to inform government funding for ECE. This information was last collected in 2013 and now we need to update that information so that any changes can be measured. The results from previous surveys are available on the Publications > Early Childhood Education page.

Is this survey compulsory? Are there any consequences if the survey is not completed?

The Ministry is encouraging all ECE services to participate in the 2015 survey.  The survey is voluntary.  However, it is in your interests to complete it as the information on costs will inform funding policy. The more services that complete the survey the more accurate the data will be for informing future funding.

How long will it take to complete the survey?

For most services it should take between one and two hours to complete the survey. Generally, it can be done without the help of an accountant.

How do I take part in the survey?

All services are encouraged to complete the survey electronically by downloading the spreadsheet 2015 Form.

Please fill out the survey information on the spreadsheet, save the completed file with your service number in the file name (eg 80566SIEF.xls) and email it, along with the fee schedule attachment, to the ECE Statistics Mailbox by 24 August 2015 .

What if I manage a number of services (or licences) – do I have to fill out a separate form for each service (or licence)?

Where possible, we want survey forms to be completed for individual ECE services. This provides us with the best information on how much costs, income and fees vary between services. We know that some services have multiple licences and that some management groups use combined accounts for their ECE services. If you manage more than one ECE licence and it is difficult to separate out the costs for each licence then you can provide combined information. A separate sheet is provided for listing the services (licences) covered by combined returns.

Should I include GST?

We would prefer data to be GST exclusive, but you can provide income and expenditure data on a GST inclusive basis. Questions have been included so you can indicate whether your data is GST inclusive or exclusive.

Why don't you use the financial statements services sent to the Ministry of Education last year?

The financial statements do not contain the same level of information for all ECE services and the income thresholds limit which services need to provide statements, and non community-based services are not required to report income from private sources. The Ministry cannot use your audited accounts directly as costs may be split into different categories from what we need.

Why are you asking for an individual fee schedule as a separate attachment rather than asking a standard question?

A fees schedule provides 2011 and both information on how much fees are charged, as well as information on the different ways fees are charged. We collected fee information in this way in 2013 and it worked well. Previous experience indicated that it was often difficult and time consuming for all services to translate their system of charges and fees into a single common standard format.

Why are you asking for information on assets and liabilities?

Information on total assets and liabilities are important indicators of the financial health of the sector, information which is useful when considering funding policy development.

Is every ECE service being asked to fill out the survey?

All licensed ECE services have been asked to participate in this survey.  In most cases we have sent the survey to management groups rather than individual ECE services.  Te Kōhanga Reo National Trust and all kindergarten and playcentre associations have been asked to complete the survey on behalf of their services.

Will we get to see any results from the survey?

Yes. The Ministry plans to publish results from this survey on its Education Counts website. The reports from previous surveys are available online, visit  2011 Survey of Income, Expenditure and Fees of ECE Providers in New Zealand to read the 2011 report. The 2013 report is currently being compiled.

Guide notes for home-based services

What do I count under expenditure?

Where relevant and possible, include all direct costs of your service; including those incurred by co-ordinators, and all payments to educators, nannies and au pairs, and including where these costs are met directly by parents or by pass-through subsidy payments. If you do not know the total amount that parents pay educators please provide a best estimate of the average hourly rate that is paid and enter this in question 7. This will allow us to estimate the size of these payments.

Our educators are paid directly by parents, where do I put these costs?

If you know the amount that parents directly pay educators this information should be included in the category 'All other teaching staff salaries and wages, and educator or carer payments' in question 4 and in the category 'Income from parents' for question 5. If you do not know the total amount that parents pay educators please provide a best estimate of the average hourly rate that is paid and enter this in question 7. This will allow us to estimate the size of these payments.

Our educators are on a contract, where do I put these costs?

Include these payments in the category 'All other teaching staff salaries and wages, and educator or carer payments'.

What about 20 Hours ECE payments?

20 Hours ECE subsidy payments passed-on to educators should be included in the category 'All other teaching staff salaries and wages, and educator or carer payments' in question 4 and in 'income from the government' in question 5.

In cases where services reimburse parents for payments to educators for 20 Hours ECE, services should not include those payments from parents in 'income from parents' (as parents are reimbursed), and should make sure this payment to educators is only included once in 'All other teaching staff salaries and wages, and educator or carer payments' in question 4.

Where do our nannies and/or au pairs fit?

Nannies and au pairs should be treated the same as educators, except in question 8 on fees, where nanny and au pair fees can be provided separately from other educator fees.
