Annual ECE Summary Report 2005
Summary
This is a summary of the results from the July 2005 Early Childhood Education (ECE) annual statistical return of all licensed services and licence-exempt ECE groups.
NB: Please see the downloadable Glossary for a list of definitions in relation to the ECE terms that may be used throughout this report.
Summary
It includes statistics indicating the number of licensed services and licence-exempt ECE groups, number of enrollments, ethnicity of children enrolled and language of communication used by teaching staff. Statistics are also included on staff qualifications and New Zealand Teachers Council Registration Status.To obtain data tables around licensed enrolments, teachers, number of services or average hours, please refer to the main ECE (Early Childhood Education) Statistics page.
Number of Early Childhood Education Services
As at 1 July 2005, both the number of licensed services and licence-exempt ECE groups increased from 2004.
The total number of ECE services at 1 July 2005, increased by 1.4 percent (62) from July 2004. Licensed services increased by 0.7 percent (24) and licence-exempt ECE groups increased by 4.5 percent (38) from July 2004.
- Of the 3,556 (excludes the Correspondence School and Casual-Education and Care) licensed services, 2,461 are community based. The remaining 1,095 are privately owned services.
- Education and Care account for 1,754 services of which 758 are community based and 996 are privately owned services.
- Homebased Networks account for 201 services. There are 102 community based services and 99 privately owned services.
From July 2001 to July 2005 the number of ECE services increased by 5.3 percent (223).

Enrolments in Early Childhood Education
As at 1 July 2005, there were 185,528 children enrolled in early childhood education, including licensed services and licence-exempt ECE groups, an increase of 0.6 percent (1,015) from July 2004. Refer Table 2.

Licensed Services
As at 1 July 2005, there were 164,521 children enrolled in Licensed ECE services, a 0.9 percent (1,436) increase from July 2004. Kindergartens, Playcentres, Homebased Networks, Te Kőhanga Reo and the Correspondence School all had a decrease in enrolments this year while Education and Care services had a 3.4 percent (2,793) increase in enrolments.
Of the 83,889 enrolments in Education and Care services 43.5 percent (36,487) were in community based services and 56.5 percent (47,402) were in privately owned services.
There were 9,770 enrolments in Homebased Network services with 45.1 percent (4,403) in community based services and 54.9 percent (5,367) in privately owned services.
Licence-Exempt Groups
- As at 1 July 2005 , there were 21,007 children enrolled in licence-exempt ECE groups, a decrease of 2 percent (421) from July 2004.
Ethnicity of children enrolled in ECE
As at 1 July 2005, of the 185,528 enrolments in early childhood education, 68.6 percent (127,214) of children identified as European / Pākehā, 19.3 percent (35,756) were Māori, 6.4 percent (11,929) were Pasifika and 5.7 percent (10,629) were Asian.
From July 2004 there has been a 0.4 percent (460) increase in European/Pākehā enrolments, a 1.5 percent (525) increase in Māori, a 1.6 percent (166) increase in Asian and a 1.1 percent (133) decrease in Pasifika enrolments. See Table 3.

Average Enrolled Hours
For licensed services, excluding Te Kőhanga Reo and the Correspondence School, the overall average number of enrolled hours per child per week as at 1 July 2005 was 16.6 hours, a 3.8 percent (0.6 hours) increase from July 2004.

Language of Communication used during teaching time
Māori Language
Māori was used as the medium of instruction for at least 12 percent of teaching contact time in 1,002 licensed services. Of these 1,002 services, 512 were immersion (81-100 percent of teaching contact time); 501 were Te Kőhanga Reo and 11 were Māori immersion services. This is a net decrease of 3.0 percent (16) services from July 2004 due to the drop in the number of Te Kőhanga Reo services.
The remaining 492 were identified as bilingual (12-80 percent of teaching contact time). The majority of these services were Education and Care with 368 services. This is an increase of 15 percent (64) services from July 2004.
Pasifika Language
Pasifika languages were used as the medium of instruction for at least 12 percent of teaching contact time in 114 licensed services. Of these 114 services, 56 were immersion (81-100 percent of teaching contact time) involving 1,644 children. 37 immersion services used Samoan as the language of communication, 12 Tongan, four Niuean and three Cook Island Māori.
The remaining 58 services were identified as bilingual (12-80 percent) involving 2,016 children. 33 bilingual services used Samoan language, 14 Cook Island Māori, four Tongan, three Niuean, three Tokelauan and one Fijian language.
The majority of these services were Education and Care with 106 services. This is a net decrease of 3.2 percent (3) from July 2004. Of the remaining eight services, six were Kindergartens and two were Playcentres.
Licensed Services (Teacher Led)
Staff Qualifications
Teacher led services include Education and Care services, Casual Education and Care services, Kindergartens, Homebased Networks and the Correspondence School.
Note: ‘Diploma of Teaching or higher ECE qualification’ is equivalent to the combined numbers of the first three categories shown in Table 5.
As at 1 July 2005, 54.2 percent (7,468) of teaching staff at licensed teacher led services held a Diploma of Teaching or higher ECE qualification. From July 2004, there was an 8.9 percent (611) increase of teaching staff at licensed teacher led services holding a Diploma of Teaching or higher ECE qualification.
Of the 7,468 teaching staff, 71.4 percent (5,333) were at Education and Care services, 22.9 percent (1,711) were at Kindergartens, 4.2 percent (319) were at Homebased services, 1 percent (76) were at Casual Education and Care services and 0.3 percent (29) was at the Correspondence School.
As at 1 July 2005, 46.4 percent (5,333) of teaching staff at Education and Care services held a Diploma of Teaching or higher ECE qualification. This is a 13.3 percent increase compared with 4,705 in July 2004.

NZ Teachers Council Registration Status
As at 1 July 2005 , NZ Teachers Council registration was held by 51.9 percent (7,159) of teaching staff at licensed teacher led services. In July 2004 37.3 percent (5,040) were registered. In 2005, new funding rates were implemented where centres with greater proportions of registered teaching hours receive higher rates. As such, much of the increase in the number of registered teachers seen here is likely due to centres encouraging their ECE qualified staff to become registered, as opposed to large increases in both qualified and registered teachers.
As at 1 July 2005, Education and Care services and Casual Education and Care services had 44 percent (5,128) registered teaching staff. From July 2004 there has been an increase of 66.2 percent (2,042) of registered teaching staff. As above, most of this increase is likely to be because of the new funding rates introduced for services with registered ECE teachers.

Staff Ethnicity
At licensed teacher led services there were 13,770 teaching staff as at 1 July 2005. Of these, 77.3 percent (10,647) were European/Pākehā, 8.4 percent (1,159) were Pasifika, 8.1 percent (1,120) were Māori and 6.1 percent (844) were Asian.
Staff in Study
As at 1 July 2005, 22.9 percent (3,162) of teaching staff were studying toward ECE qualifications. Of these, 96.3 percent (3,048) were in study for ECE teacher education qualifications leading to NZ Teachers Council registration.
Playcentre Educators and Parents
Playcentres require adults who have Playcentre or other qualifications to be on duty in order to meet their licensing requirements.
Staff Qualifications
Of the 7,065 adults on duty, 5,476 were recorded as holding a Playcentre qualification and 1,589 as not holding a Playcentre qualification. Additionally, of the 7,065 adults on duty, 213 were recorded as holding a non-Playcentre ECE qualification.
Staff Ethnicity
Playcentres had 7,065 adults on duty at July 2005, a net decrease of 2.8 percent (203) from July 2004. Of these, 701 were paid adults and 6364 were unpaid adults designated to be on duty. Of the 701 paid adults designated to be on duty, 91 percent (638) were European/Pākehā, 6.7 percent (47) were Māori, 1.4 percent (10) were Asian and 0.9 percent (6) were Pasifika.
Staff in Study
As at 1 July 2005, there were 4,145 adults currently in study for ECE or Playcentre qualifications.
Iwi Affiliation of Children
Licensed services were asked to collect the Iwi affiliation from children who first enrolled at their service from January 2003. Note the following figures do not include children enrolled at Te Kőhanga Reo as Iwi data is not provided.
- At July 2004, the number of children for whom Iwi responses were provided was 18,847, with 17,181 being newly enrolled from January 2003. Of those who had enrolled since January 2003, the percentage providing a specific Iwi affiliation was 63 percent (10,858), with the remaining 37 percent (6,323) not providing an Iwi (Not providing an Iwi means their responses consisted of “Don’t know”, “ Refused to Answer”, “Response Unidentifiable”, “Response outside scope” and “Not Stated”.) .
- At July 2005, the number of children for whom Iwi responses were provided increased to 21,634, with 21,058 being newly enrolled from January 2003. Of those who had enrolled since January 2003, the percentage providing a specific Iwi affiliation had increased to 67.2 percent (14,154), with the remaining 32.8 percent (6,904) not providing an Iwi. This is a significant improvement in the response rate and quality of data.
