Foundation Years (early childhood education and the first years at school)

Target: Increase the percentage of Māori new entrant school children who have participated in early childhood education from 90% in 2006 to 95% by 2012.

Target: Improve the proportion of Year 11 Māori students achieving the reading literacy and numeracy criteria for NCEA level 1 to be equal to or better than the proportion of non-Māori by 2012.

* Due to methodological changes in the allocation of attainment levels for 2004 leavers achieving a qualification between little or no formal attainment and UE standard, the percentages of leavers with at least NCEA Level 2 in 2004 is not comparable with other years and has been replaced with an average of 2003 and 2005 results

Target: Increase the proportion of school leavers from Māori immersion and bilingual schools with university entrance or above from 39.4% in 2006 to be equal or better than the proportion of non-Māori English-medium students.

Note:
  • The Correspondence School is included in all of the above figures
  • There are only a relatively small number of school leavers from Māori immersion schools.  With such a small number of leavers, year-on-year actual percentages can vary substantially just by random fluctuation (margin of error ~ 4-5%).  Together with the uncertainty around forecasts, and the fact that the number of school leavers from these schools has almost doubled since 2000, the forecast rates for school leavers with UE Standard from Māori immersion schools should be treated with caution.
