School Roll Summary Report: March 2008

This report summarises the results from the March 2008 annual statistical return from schools. It includes information on the number of schools, school roll, numbers of foreign fee-paying students and numbers of students involved in Māori Medium Education. The March roll return primarily collects information on full-time equivalent students (FTEs), including regular and foreign fee-paying students and those in alternative education.All information refers to FTEs unless otherwise stated1.

Number of Schools

  • At 1 March 2008 the number of state and private schools in New Zealand was 2,564. This is eight fewer than in March 2007. In addition there were four Kura Teina and 17 Teen Parent Units.
  • Despite a declining number of schools, there are still new schools opening. Between 1 March 2007 and 1 March 2008, five new schools opened. Four were state schools and one was private. In addition, a new primary department of an existing private school opened. Once it is fully registered it will merge with the secondary department to form one composite school. This primary department has therefore not been included in the count of schools. One Kura Teina changed its type to composite so is now included in the count of schools. In addition one Kura Teina opened in the last year.
  • Between 1 March 2007 and 1 March 2008 a total of 14 schools closed. Seven were state schools and seven were private schools. Of these, one was a composite, one was a secondary (7-15), two were contributing and the rest were full primary schools. In addition one Kura Teina closed.
  • Note: Between 1 March 2007 and 1 March 2008, the School Type of five schools changed. Two contributing schools became full primary schools, one full primary became a composite, one composite became a secondary (7-15) and one secondary (7-15) became a secondary (9-15).

Schools by region

  • Of the five new schools opened, two were in the Auckland region, one was in Taranaki, one was in Manawatu-Wanganui and one was in the Waikato. The Kura Teina that changed to a composite was also in the Waikato.
  • Of the 12 schools that closed, three were in the Auckland region, three were in Manawatu-Wanganui, two were in the Waikato, two were in Taranaki and the Hawkes Bay, Wellington, Canterbury and Southland regions each had one school closure.

2. School Rolls (FTE students)

  • There were 744,615 full-time equivalent (FTE) students at 1 March 2008. This is a decrease of 0.6 percent (4,361 FTE students) from March 1 2007. This compares with a slight increase of 0.1 percent (931 FTE students) between March 2006 and March 2007.

Rolls by Type of School

  • Primary & Intermediate school rolls decreased by 1.9 percent (4,195 FTE students) since March 2007.
  • Secondary school rolls decreased by 0.2 percent (551 FTE students) since March 2007.
  • Composite school rolls increased by 1.4 percent (600FTE students) since March 2007.
  • Special school rolls decreased by 0.3percent (9 FTE students) since March 2007.
  • The Correspondence School roll decreased by 5.8 percent (206 FTE students) since March 2007.

Rolls by Sector

  • In the primary sector (Years 1 to 8) school rolls decreased by 0.9 percent (4,366 FTE students). Between March 2006 and March 2007, there was a decrease of 0.2percent (878 FTE students).
  • In the secondary sector (Years 9 to 15) school rolls have stayed almost exactly the same with a difference of only 5 FTE students. This compares with 0.6 percent growth (1,809 FTE students) between March 2006 and 2007.
    The largest increase of 5.2 percent occurred in Year 13, with an increase of 2,101 FTE students.

Rolls by Region and Territorial Authority

  • Whilst three regions (Canterbury, Auckland, Bay of Plenty) had increases between March 2006 and March 2007, there were no regions with increases between March 2007 and March 2008.
  • Of the seven Territorial Authorities that make up the Auckland Region, only two had increases between March 2007 and March 2008 (Rodney with 0.9 percent and Manukau City with 0.3 percent ). Two had static rolls and three had decreases. In the year between March 2006 and March 2007, five of the seven TAs had increases.
  • Queenstown-Lakes and Selwyn districts have shown the largest percentage increases out of the 74 Territorial Authorities for the last two years with Queenstown-Lakes rolls increasing 4.7 percent (141 FTE students) and Selwyn district rolls increasing 3.6 percent (219 FTE students) between March 2007 and March 2008 compared with 4.1 percent (117 FTE students) and 4.1 percent (235 FTE students) between March 2006 and March 2007.

3. Rolls by Type of Student

  • At 1 March 2008, there were 734,513 domestic students reported on the roll. This was comprised of 731,009 regular students, 2,244 adult students, and 1,260 alternative education students. There were 10,102 international students reported, of which 10,013 were foreign fee-paying.

Regular students

  • Regular students are students who are eligible for Ministry funding and are under the age of 19 (this excludes foreign fee-paying students and those in alternative education). At 1 March 2008 there were 730,828 full-time regular students and 181 part-time regular students. This is a decrease of 0.5 percent (3,829 FTE students) full-time regular students and an increase of 5.2 percent (9 FTE students) part-time regular students.
  • Full-time regular students remained static at secondary level (Year 9-15) but decreased 0.8 percent (3,770 FTE students) at primary level (Year 1-8) between March 2007 and March 2008.

Note: In Ministry of Education statistics the Year of Schooling of each student is incremented at the beginning of the year. The Year of Schooling can be reset if necessary at Year 7 (the start of intermediate school) and Year 9 (the start of secondary school). The number of Year 7 students in Figure 2 represents all students in a year 7 class (for example the first year at an intermediate school, or the first year at a year 7-15 high school) and also those that are in their seventh year of schooling.

Foreign Fee-Paying Students

  • Foreign fee-paying student numbers decreased by 4.4 percent since March 2007 from 10,476to 10,013students. Foreign fee-paying students represent 1.3 percent of the total school population.
  • The decrease in foreign fee-paying students occurred in the primary sector (Years 1-8) with a decrease of 21.5 percent (610 students) enrolled in 2008 compared to 2007. The secondary sector (Years 9-15) had slightly more foreign fee-paying students in March 2008, with an increase of 1.9 percent (142 students).
  • The region with the largest share of all foreign fee-paying students continues to be Auckland with 50.0 percent of all foreign fee-paying students (5,007 students). The number of foreign fee-paying students in Auckland has decreased by 5.3 percent (278 students) between March 2007 and March 2008.
  • The region with the second largest share of all foreign fee-paying students continues to be Canterbury with 17.9 percent of all foreign fee-paying students (1,789 students). The number of foreign fee-paying students in Canterbury has decreased by 5.9 percent (112 students) between March 2007 and March 2008.

Foreign Fee Paying Students - Region of Origin

  • The majority of foreign fee-paying students originate from the Asian region (82.8 percent). Of all foreign fee-paying students, 43.1 percent come from South Korea, 13.2 percent come from Japan and 13.5 percent come from China.
  • The number of foreign fee-paying students enrolling from China (1,356 students) showed a slight increase of 2.9 percent between March 2007 and 2008. However enrolments from South Korea (4,313 students) represented a decrease of 14.3percent between March 2007 and 2008.

4. Māori Medium Education (Headcount)

Schools

  • Māori Medium immersion schools are schools where all students are recorded at Māori Medium Education Level 1 (81-100 percent of class time in Māori). Enrolments at Māori immersion schools increased by 7.6 percent (480 students).
  • Schools where all students are at Levels 1-4a (12 percent of class time and above) are called bilingual schools. Enrolments at bilingual schools grew by 12.3 percent (1,076 students) between March 2007 and March 2008.

Total Students

  • The total number of students involved in Māori Medium Education increased between March 2007 and March 2008 by 2.4 percent (666 students). This compares with a decrease of 3.9 percent (1,130 students) between March 2006 and March 2007.

Māori Students

  • The number of Māori involved in Māori Medium Education has increased slightly between March 2007 to March 2008 by 0.1 percent (18 students).
  • At the primary level (Years 1-8), enrolments have decreased by 0.6 percent (119 students), whereas at the secondary level (Years 9-15), enrolments have increased by 2.8 percent (137 students).

  1. The FTEs of part-time regular students and part-time adult students were calculated by adding together class contact hours, dividing by 20 and rounding to one decimal place. The resulting FTEs of students and adults with the same year of schooling and gender were added and the total was rounded to the nearest whole number.
