Introduction
This report sets out the historical growth of foreign fee-paying (FFP) students in the compulsory (i.e. primary and secondary schools) and tertiary sectors.
An overview is given of trends regarding countries of origin of FFP students, and distribution of FFP students throughout New Zealand by region and socio-economic status of schools' communities.
A general examination of future growth is made.
Data for this report have largely been drawn from the July statistical returns made by education providers to the Ministry of Education.
However, in the case of the private training establishment area in the tertiary sector, the data has been supplemented by information collected by the Department of Statistics.
