It is a summary of a Ministry of Education-commissioned report, Intercultural Communicative Language Teaching: Implications for Effective Teaching and Learning, produced through Victoria University of Wellington by Jonathan Newton, Eric Yates, Sandra Shearn, and Werner Nowitzki (the Newton report).
